It is based on the recommendations for quality-assurance procedures set out in the <strong><em>Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG)*<\/em><\/strong>, which were adopted in revised form during the Erevan European Higher Education Area (EHEA) Ministerial Conference of 2015.<\/p>\n<p>This Charter is not intended to replace existing FEDE quality guidelines or to repeat the regulatory provisions laid down in the FEDE\u2019s General Regulations and its Specific Regulations for FEDE degrees. Rather, it provides a <strong>common core of values and good practice<\/strong> to ensure that learners at FEDE member educational institutions have the conditions they need to succeed.<\/p>\n<p>By encouraging a quality-driven culture, this Charter plays an essential role in promoting values favouring <strong>ethical education, social inclusion and continuous improvement.<\/strong><\/p>\n<\/div><div class=\"fusion-clearfix\"><\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-2 fusion_builder_column_1_2 1_2 Quality management policy and procedures<\/span><\/a><\/h4><\/div><div id=\"e22bdff22e201cdd5\" class=\"panel-collapse collapse \" aria-labelledby=\"toggle_e22bdff22e201cdd5\"><div class=\"panel-body toggle-content fusion-clearfix\">\n<div class=\"vc_toggle_content\">\n<div data-canvas-width=\"79.5999516282328\">\n<p style=\"text-align: justify\"><strong>Standard <\/strong><\/p>\n<p><em>\u2018Institutions should have a policy for quality assurance that is made public and forms part of their <\/em><em>strategic management. Internal stakeholders should develop and implement this policy through <\/em><em>appropriate structures and processes, while involving external stakeholders.\u2019 <\/em><\/p>\n<p style=\"text-align: justify\"><strong>Guidelines <\/strong><\/p>\n<\/div>\n<p>The drawing up a policy and associated procedures provides educational institutions with a framework within which to deploy an effective strategy, measure the efficacy of their quality-management system and encourage a quality-driven culture. It also builds and strengthens stakeholders\u2019 trust in educational institutions.<\/p>\n<p>Policies should include statements of intention and the main measures to be taken in order to reach a given goal. The policy statement must include information on:<\/p>\n<ul>\n<li>the link between teaching and educational research at the institution;<\/li>\n<li>the institution\u2019s quality management strategy and its benchmarks;<\/li>\n<li>organisation of the quality management system;<\/li>\n<li>the respective responsibilities of the various actors and services involved in quality management;<\/li>\n<li>the involvement of external stakeholders in quality management;<\/li>\n<li>the involvement of learners in quality management;<\/li>\n<li>ways of protecting the institution\u2019s learners and staff against all forms of intolerance and discrimination;<\/li>\n<li>how the policy is implemented, monitored and evaluated.<\/li>\n<\/ul>\n<p>It is essential that the institution formally establish three distinct levels of responsibility:<\/p>\n<ul>\n<li>a director;<\/li>\n<li>a FEDE contact person, who is an intermediary between the FEDE, the institution and its learners;<\/li>\n<li>an educational manager.<\/li>\n<\/ul>\n<p>Decisions regarding the implementation, monitoring and revision of these policies are to be taken by the educational institution and should cover all its activities, including those of external stakeholders. The strategy, policy and procedures must be widely communicated to stakeholders.<\/p>\n<\/div>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default panel-0100f89b73f7084f4 fusion-toggle-no-divider fusion-toggle-boxed-mode\" style=\"--awb-title-color:#f0663d;\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\" id=\"toggle_0100f89b73f7084f4\"><a aria-expanded=\"false\" aria-controls=\"0100f89b73f7084f4\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-36588-1\" data-target=\"#0100f89b73f7084f4\" href=\"#0100f89b73f7084f4\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box active-icon awb-icon-minus\" aria-hidden=\"true\"><\/i><i class=\"fa-fusion-box inactive-icon awb-icon-plus\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">2. Design and approval of programmes <\/span><\/a><\/h4><\/div><div id=\"0100f89b73f7084f4\" class=\"panel-collapse collapse \" aria-labelledby=\"toggle_0100f89b73f7084f4\"><div class=\"panel-body toggle-content fusion-clearfix\">\n<div class=\"vc_toggle_content\">\n<p style=\"text-align: justify\"><strong>Standard <\/strong><\/p>\n<p><em>\u2018Institutions should have processes for the design and approval of their programmes. The\u00a0<\/em><em>programmes should be designed so that they meet the objectives set for them, including the\u00a0<\/em><em>intended learning outcomes. The qualification resulting from a programme should be clearly <\/em><em>specified and communicated, and refer to the correct level of the national qualifications framework <\/em><em>for higher education and, consequently, to the Framework for Qualifications of the European Higher <\/em><em>Education Area.\u2019<\/em><\/p>\n<p style=\"text-align: justify\"><strong>Guidelines <\/strong><\/p>\n<p>Learners\u2019 and stakeholders\u2019 confidence in higher education and vocational training hinges on effective quality-management mechanisms ensuring that educational programmes are well-designed and regularly checked and revised, and that their reliability and utility are assured.<\/p>\n<p>Educational institutions should structure their programmes in accordance with the information set out in the FEDE\u2019s degree and qualification guidelines (duration of modules, goals and learning outcomes, skills, etc.) and with the FEDE\u2019s examination session dates.<\/p>\n<p>Educational institutions should design their programmes in accordance with learners\u2019 needs, and in coordination with learners\u2019 host companies and\/or funding parties.<\/p>\n<p>Educational programmes must include:<\/p>\n<ul>\n<li>the establishment and publication of explicit educational goals appropriate to the target level;<\/li>\n<li>careful attention to programme content and target level;<\/li>\n<li>attention to the specific needs of different types of program (for example, post-secondary, continuing, distance, sandwich) and institution (higher, technical, vocational);<\/li>\n<li>structured workplace experience arrangements that are relevant to the programmes taught;<\/li>\n<li>benchmarks;<\/li>\n<li>the expected workload for learners (expressed in, for example, ECTS credits);<\/li>\n<li>the involvement of learners in quality-management activities.<\/li>\n<\/ul>\n<p>Each educational programme must be supported by external expertise and undergo an official institution-level approval process.<\/p>\n<p>By virtue of its membership of the FEDE, educational institution should deliver educational programmes aligned with the standards and recommendations published by the European Union, the Council of Europe and UNESCO.<\/p>\n<\/div>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default panel-27ae32005531e5998 fusion-toggle-no-divider fusion-toggle-boxed-mode\" style=\"--awb-title-color:#f0663d;\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\" id=\"toggle_27ae32005531e5998\"><a aria-expanded=\"false\" aria-controls=\"27ae32005531e5998\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-36588-1\" data-target=\"#27ae32005531e5998\" href=\"#27ae32005531e5998\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box active-icon awb-icon-minus\" aria-hidden=\"true\"><\/i><i class=\"fa-fusion-box inactive-icon awb-icon-plus\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">3. Student-centred learning, teaching and assessment <\/span><\/a><\/h4><\/div><div id=\"27ae32005531e5998\" class=\"panel-collapse collapse \" aria-labelledby=\"toggle_27ae32005531e5998\"><div class=\"panel-body toggle-content fusion-clearfix\">\n<div class=\"vc_toggle_content\">\n<p style=\"text-align: justify\"><strong>Standard <\/strong><\/p>\n<p>\u2018<em>Institutions should ensure that the programmes are delivered in a way that encourages students to <\/em><em>take an active role in creating the learning process, and that the assessment of students reflects this <\/em><em>approach.&#8217;<\/em><\/p>\n<p style=\"text-align: justify\"><strong>Guidelines<\/strong><\/p>\n<p>Student-centred teaching and learning aim to help learners develop their own learning strategies. This means that learners must be able to self-assess, learn autonomously and build skills outside of the structured teaching they receive.<\/p>\n<p>In order to develop a student-centred approach, teachers should encourage learners to actively participate in their learning and adopt a critical attitude towards learning. This requires detailed reflection on the design of education programmes and on the teaching and assessment methods used.<\/p>\n<\/div>\n<p>Implementation of student-centred learning and teaching must:<\/p>\n<ul>\n<li>recognise, respect and meet learners\u2019 needs through flexible learning pathways;<\/li>\n<li>take into account diversity and adapt learning pathways accordingly;<\/li>\n<li>use different teaching methods in line with learners\u2019 identified needs;<\/li>\n<li>regularly evaluate and adjust the teaching methods used;<\/li>\n<li>encourage and develop learners\u2019 autonomy through efficient supervision;<\/li>\n<li>promote mutual respect between learners and the institution\u2019s staff;<\/li>\n<li>establish appropriate procedures for addressing learners\u2019 complaints.<\/li>\n<\/ul>\n<p>Learner assessment must:<\/p>\n<ul>\n<li>be designed to measure the extent to which the programme goals and learning outcomes have been reached;<\/li>\n<li>be appropriate to the intended goal, be it the identification of strengths and weaknesses, mid-course assessment or mock examination;<\/li>\n<li>be based on clear assessment criteria that are made available to students;<\/li>\n<li>where possible, be conducted by more than one examiner;<\/li>\n<li>take due account of all the possible consequences of the examination rules;<\/li>\n<li>be accompanied by clear rules on learner absence, sickness and other cases of force majeure;<\/li>\n<li>ensure that intermediary and mock examinations are held strictly in accordance with the educational institution\u2019s rules;<\/li>\n<li>be subject to administrative monitoring to ensure compliance with procedures.<\/li>\n<\/ul>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default panel-78c8ccd2177181b8f fusion-toggle-no-divider fusion-toggle-boxed-mode\" style=\"--awb-title-color:#f0663d;\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\" id=\"toggle_78c8ccd2177181b8f\"><a aria-expanded=\"false\" aria-controls=\"78c8ccd2177181b8f\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-36588-1\" data-target=\"#78c8ccd2177181b8f\" href=\"#78c8ccd2177181b8f\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box active-icon awb-icon-minus\" aria-hidden=\"true\"><\/i><i class=\"fa-fusion-box inactive-icon awb-icon-plus\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">4. Admission, progression, recognition and certification<\/span><\/a><\/h4><\/div><div id=\"78c8ccd2177181b8f\" class=\"panel-collapse collapse \" aria-labelledby=\"toggle_78c8ccd2177181b8f\"><div class=\"panel-body toggle-content fusion-clearfix\">\n<div class=\"vc_toggle_content\">\n<p style=\"text-align: justify\"><strong>Standard <\/strong><\/p>\n<p><em>\u2018Institutions should consistently apply pre-defined and published regulations covering all phases of <\/em><em>the student \u201clife cycle\u201d, e.g. student admission, progression, recognition and certification.\u2019<\/em><\/p>\n<p style=\"text-align: justify\"><strong>Guidelines<\/strong><\/p>\n<p>It is crucial to establish procedures for admission, recognition and certification in the interests of educational institutions and learners, enabling the latter to make progress in their training and professional careers.<\/p>\n<p>Such procedures also aim to encourage learner mobility by recognising their progression, learning achievements and skills. They must be documented, consistent, transparent and aligned with their objectives.<\/p>\n<p>Educational institutions should decide on and clearly communicate the criteria for admission to their educational programmes. They should put in place a procedure to check these criteria are met (interviews, admissions committee, tests, etc.). They should also have arrangements in place to address cases of non-compliance with admissions criteria for FEDE degrees and other qualifications.<\/p>\n<p>During the programme, the educational institution must put in place processes and tools to collect information on learners\u2019 progress, to recognise formal and informal learning, and to take appropriate measures in response to the information gathered.<\/p>\n<p>Successful performance in qualification-granting examinations is required for the awarding of a FEDE degree or other qualification and marks the end of the learners\u2019 programme. These measures must be verifiable during checks and external audits and must be discussed in evaluation reports.<\/p>\n<p>Teachers are learners\u2019 main resource during their programme. It is important that teachers have a perfect knowledge and understanding of the subject, field or speciality that they teach, and that they have the skills and experience needed to share their knowledge with learners. They should be provided with feedback on the quality of their teaching so that they can make appropriate adjustments.<\/p>\n<p>The institution\u2019s internal and external teachers must:<\/p>\n<ul>\n<li>have an EQF* level-6 or higher qualification for a <u>Foundation<\/u><u> Degree<\/u>;<\/li>\n<li>have an EQF level-7 qualification or higher for a <u>European Bachelor\u2019s;<\/u><\/li>\n<li>have an EQF level-7 qualification or higher and additional training or two years\u2019 experience in the corresponding professional field for a<u> European Master\u2019s<\/u> or <u>MBA<\/u>;<\/li>\n<li>if they do not have a qualification, provide proof of five years\u2019 experience in the professional field corresponding to the degree and\/or other qualification for which they are teaching.<\/li>\n<\/ul>\n<p>Educational institutions must ensure that their recruitment and appointment procedures are such as to guarantee that newly recruited teachers have the necessary level of skills.<\/p>\n<p>The institution\u2019s teachers must be given the opportunity to improve and expand their skills and must be encouraged to use and strengthen their abilities.<\/p>\n<p>*<em>EQF: European Qualifications Framework for lifelong education and training, developed by the European Commission as part of the Bologna process. The teaching guidelines shared with FEDE-member educational institutions lay down a given programme structure and content designed to develop learners\u2019 knowledge and vocational and crosscutting skills.<\/p>\n<p>To this end, educational institutions should revise their educational programmes annually.
